冷战后安全观的转型 / Transformation of Security Outlook after the Cold War

Abstract

安全是指事物的主体在客观上不存在威胁,在主观上不存在恐惧的一种生存状态。安全观是指人们对安全问题的最一般看法与观念,主要包括谁的安全、谁的什么安全和如何获得安全,即安全主体、安全内容和安全手段等内容。安全观转型就是指从传统安全观向新型安全观的转换。根据冷战后安全研究的现状分析,目下安全观大体上可以分为三种类型,即传统安全观、过渡型安全观和新型安全观。冷战期间大多数国家奉行的安全观都是传统安全观,冷战后大多数国家提出的所谓“新安全观”,与本文所说的“新型安全观”不是同一个概念,而与本文所说的过渡型安全观含义基本相同。过渡型安全观既注意到了传统安全观所没有注意到的问题,又不像新型安全观那样超前和脱离现实。

 

Security means that the subject of things is free of physical threats and free of fear in the mind. The outlook of safety refers to people’s most common views on security issues, including whose security, the security of what and how to obtain security. In other words, safety subject, security content and safety means. The transformation of security outlook refers to the transformation from the traditional outlook on security to the new outlook on security. Based on the analysis of the current situation of security research after the Cold War, there are generally three types of security outlooks: traditional security outlook, transitional security outlook and new security outlook. During the Cold War period, most countries upheld the traditional security outlook. After the Cold War, most countries have put forward the so-called "new security outlook". The "new form of security outlook" in this paper is not the same as the new security outlook. It carries approximately the same meaning as the above-mentioned transitional security outlook. One the one hand, the transitional security outlook takes into account the problems that the traditional security ignores; on the other hand, it is not as beyond-its-time and unrealistic as the new security outlook.
