Abstract: The presidencies of Menem and De La Rúa implemented a pragmatic model of international insertion whose main strategy was the establishment of preferential relations with the United States. At the same time, in those years, Argentina and Brazil advanced in the development of the regional integration through the configuration of MERCOSUR. Considering the orientations involved in such courses of action, this paper try to characterize the policy towards Brazil described by the Argentine State during such presidencies. It is argued in this article that although, in the period, the interaction with Brazil was deepened, the Menem and De La Rua administrations subordinated the link with Brazil to the concretion of the preponderant definitions of the insertion model and, eventually, to the resolution of the difficulties that they had to face.
